Waubay means "a nesting place for birds," and the refuge has long been known as a place where thousands of waterfowl and shorebirds return each spring to nest.
Birds still do find upland areas in which to build their nests, but flood waters have inundated much of the refuge and are not expected to subside anytime soon.
Two years of heavy snowfall and the resultant snowmelt and run-off onto frozen ground have changed the landscape into a waterscape unlike anything in living memory, or even recorded history, although geological records indicate that the waters have been this high in the distant past.
Because most roads are flooded, the only areas open to the public are refuge headquarters, the visitor center, 1.5 miles of walking trails (two portions are wheelchair accessible) and picnic site. Only ice fishing is allowed beginning in early December. Deer hunting is also permitted.
