The Rainwater Basin Wetland Management District is devoted to restoring and preserving the wetland habitats of south central Nebraska.
Trying to stem the tide of waterfowl cholera outbreaks due to overcrowding, the project buys and maintains additional wetlands for the use of cranes, herons, ducks, geese and migrating shorebirds.
Bald eagles also are visible on the refuge from late December to mid-April.
Hunting, fishing, and trapping are allowed according to current State of Nebraska regulations. The refuge offers an accessible blind is found on Funk WPA in Phelps County, and plans to open an additional blind for Massie WPA in Clay Co. There are no reservations for these blinds, however priority is given to those with a disability. When not in use, they are available on a first come, first serve basis.
